Analysis of national sets of Structural and Sustainable Development Indicators
Project duration: January – June 2007
Commissioned by Eurostat
The objective of this project was to contribute to the improvement in
the comprehensive and consistent use of indicators to define and measure
progress in the implementation of National Reform Programmes
(NRP) and
National Sustainable Development Strategies (NSDS) priorities.
It thus aimed (i) at increasing synergies and coherence between national
level indicator sets used in these, and (ii) at strengthening the coherence
between the indicators used by Member States and respective EU level
indicators used in the Lisbon and Gothenburg processes.
Eurostat, the
Statistical Office of the European Communities, has commissioned a project
team consisting of the Department
of Economics and Social Sciences at the University of Natural
Resources and Applied Life Sciences Vienna (contractor) and the Research
Institute for Managing Sustainability (RIMAS) at the Vienna University
of Economics and Business Administration (sub-contractor) with the performance
of the analysis.
Objectives
The aims of the project were achieved trough
- a systematic analysis
of the coverage of the priorities set by the NRPs and the NSDSs through
indicators,
- the systematic comparison of national level NRP indicators
with national level NSDS indicators in order to identify potential
synergies in the use of these indicators,
- the systematic comparison of the
use of NRP and NSDS indicators between Member States with the respective
priorities and sets of indicators used on EU level, and
- the identification
of trends in the use of indicators by Member States.
Tasks and implementation
The project was implemented through
- Task: Analysis of coverage of priorities through indicators in
the NRPs
- Task: Analysis of coverage of priorities through indicators in
the NSDS
- Task: Comparative analysis of structural and sustainable development
indicators on Member State and EU levels
The project developed a database for structural and sustainable development
indicators (‘SDSDI Database') and used a systematic quality assurance
system, involving a network of national experts (NRP and SD coordinators)
for verification of draft results.
Final report
The final report was published by EUROSTAT in January 2008 and can
